GENERAL DEFINITION AND CONDITIONS OF WORK:
Performs responsible semiskilled work on a variety of maintenance and repair projects; occasionally operates specialized equipment in connection with tasks; does related work as required. Work is performed under regular supervision.
This is heavy work requiring the exertion of 100 pounds of force occasionally, up to 50 pounds of force frequently, and up to 20 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, night vision, peripheral vision, assembly or fabrication of parts at or within arms length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to outside environmental conditions, extreme heat, noise, vibration, hazards, atmospheric conditions, and oils.
ESSENTIAL FUNCTIONS/TYPICAL TASKS:
Performing a variety of semiskilled manual labor tasks in the cleaning, maintenance and repair of parks and facilities, streets, treatment plants and storm drains.
Cleans buildings, dusts furniture; sweeps, mops and buffs floors; performs related custodial tasks; vacuums carpet; washes windows and screens; mows grass around buildings; takes out trash; unloads delivery trucks; orders custodial supplies;
Loads and unloads dirt, rocks, plants, etc.; helps plant trees and shrubs;
Applies pesticides; edges sidewalks; applies fertilizer;
Helps set up and breakdown tables, chairs, etc. for special events;
Assists with the preparation and maintenance of athletic fields;
Maintains rights-of-way; trims trees over sidewalks and streets; cleans parking lots; pulls weeds; and weedeats; trims bushes and hedges; mows grass in parks;
Assists with the installation, maintenance and repair of water and sewer lines including meters, valves and curb stops;
Makes line taps;
Performs manual labor in the upkeep of a water treatment plant; maintains plant grounds; performs custodial duties at treatment plant;
Operates a variety of equipment and hand tools in the performance of assigned tasks;
Performs related tasks as required.
KNOWLEDGE, SKILLS AND ABILITIES:
General knowledge of the safe use, operation and preventive maintenance of the equipment to which assigned; general knowledge of the occupational hazards involved and the necessary safety precautions; skill in the use of equipment to which assigned; ability to understand and follow specific oral instructions; ability to perform manual labor for extended periods, often under unfavorable weather conditions; ability to lift heavy articles; ability to read and write; good physical condition; ability to establish and maintain effective working relationships with associates.

PARKS AND RECREATION MANAGER

Supervisor: Director of Leisure Services
Performs difficult professional and administrative work planning, organizing, directing and promoting athletic, recreational and aquatics programs, park operations, special events and serving as Parks and Recreation Manager; does related work as required. Work is performed under general supervision. Supervision is exercised over division personnel.
Essential Duties and Responsibilities:
• Assisting with planning, organizing and implementing parks, recreation, athletic, aquatics and related programs and services; assisting with budget preparation and implementation and personnel matters; preparing and maintaining records and files.
• Coordinates and directs all programs, special events and maintenance activities that are under the jurisdiction of sub-divisions including Parks, Recreation Centers, Cemeteries, Athletic Facilities, Aquatics and Recreation Programs;
• Works closely with all supervisors to maintain quality work; makes periodic field visitation to meet with crews and discuss daily duties; works along with other division managers to facilitate work projects;
• Works closely with department director to ensure effective and efficient line of communication;
• Prepares and maintains records and reports on recreational activities, facilities and equipment; conducts inspections of recreation facilities for safety;
• Responds to citizen inquiries on activities or need for services and programs;
• Coordinates special events and assists with community partnership events
• Assumes overall control of department during Director’s absence;
• Performs related tasks as required.
Supervisory Responsibilities:
Supervises the employees within the Parks and Recreation Division. Education and Experience:
Graduation from an accredited college or university with major course work in Parks and Recreation or related field and six (6) years’ experience in parks and recreation with four (4) years in a supervisory capacity; or an equivalent combination of relevant education and experience which provides the necessary knowledge, skills, and abilities and other competencies necessary for the position.
Knowledge, Skills, and Abilities:
• Thorough knowledge of a variety of recreation programs, aquatics and sports, special events and community engagement;
• Thorough knowledge of modem principles and practices of parks/ ball field maintenance, recreation programming and physical education;
• Ability to speak publicly and communicate with the Community regarding program offerings, special events and projects;
• Ability to plan and supervise the work of subordinates;
• Ability to establish and maintain effective working relationships with community officials, associates, volunteer groups and the general public;
• Ability to prepare technical and financial reports;
• Ability to communicate effectively both orally and in writing;
• Ability to prepare and maintain records.

2. Certified Parks and Recreation Professional (CPRP) preferred.

RECREATION COORDINATOR SUMMER
This position involves organizing and conducting all types of recreational activities. This work to be performed under the direction of the Athletic Superintendent of the City of Bartow. Should possess some skills in team athletics/sports either through education or having been a part of a team. Coordinator is required to adjust their program in accordance with the facilities available and age groups attending. Coordinator’s work will be reviewed through field visits, staff conferences, and their activity reports.
ESSENTIAL FUNCTIONS
1. Organizes and supervises a wide variety of recreational activities, including team and individual games, contests, as well as all field trips
2. Enforces rules and regulations as set forth by the City of Bartow. Maintains safeguards against accidents and instructs children in safe use of equipment
3. Reports hazardous conditions and accidents to the proper department and administers first aid when needed
4. Handles all paperwork as it relates to attendance and activity of the children
5. Complete and turn in weekly reports and activity plans for assigned program site i.e. weekly log sheets, discipline reports, accident reports and supply requests
KNOWLEDGE, SKILLS AND ABILITIES
1. Knowledge of and ability to lead a variety of recreational activities suitable for children
2. Knowledge of first aid methods and necessary safety precautions used in recreation work

GENERAL DESCRIPTION
This work involves the assisting in daily operation of the City of Bartow Summer Recreation Program.
Work is performed under the supervision of the Summer Recreation Coordinator and the Athletic
Superintendent.
ESSENTIAL DUTIES
Responsible for assisting in the daily activities including attending all field trips, games, arts and crafts
and any other event deemed beneficial to the children. Responsible for ensuring the safety of the
children participating in the events, performing cleaning and maintenance duties and setting up and
breaking down materials required to run the program. Carry out established rules by supervising
campers and enforcing camp safety regulations.

Makes regular inspection of plant and equipment to ascertain that it is in proper operation at all times;
Advises and assists when corrective action is required;
Collects samples for testing; performs tests relating to plant operations;
Checks all plant equipment and biological and chemical systems for proper operation and takes or advises necessary corrective actions;
Replaces chlorine cylinders and regulates the flow of chlorine;
Reads meters, gauges and dials and keeps logs of readings;
Reports needs for equipment repairs;
Backwashes filters; fills chemical feeder hoppers;
Performs plant maintenance, bulk chemical handling, groundskeeping and housekeeping duties;
Performs basic laboratory tests;
Assists with unloading, storage and dumping of bulk chemicals;
Keeps records and prepares reports;
Performs related tasks as required.
KNOWLEDGE, SKILLS, AND ABILITIES:
Some knowledge of water treatment plant principles and operating practices; some knowledge of the operating characteristics and maintenance requirements of a water treatment plant; ability to detect flaws in the operation of equipment and to effect proper remedial measures; mechanical aptitude; ability to keep records and prepare reports; ability to establish and maintain effective working relationships with associates.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from high school supplemented by on-the-job and formal instruction in water treatment plant operations and some experience in the operation of a water treatment plant.
